BAILLIESTON-BROOMHOUSE-CARMYLE COMMUNITY GROWTH AREA

The Head of Local Plans in Glasgow City Council approached Elphinstone in early 2007 with a proposal to collaborate with other land owners and prepare a comprehensive masterplan for the wider Baillieston-Broomhouse-Carmyle growth area.  If acceptable to the Council, the masterplan would be adopted as Council policy and used for the determination of subsequent applications.

This win-win opportunity is a rare example of developers working jointly with the local authority to achieve a mutually beneficial objective.  The masterplan is nearing completion to the satisfaction of the Council as planned.

Throughout the process Elphinstone has taken the lead.  Elphinstone chairs a consortium of four landowners and developers with the Council as joint stakeholder.  Elphinstone has chaired the consultancy team appointed to carry out the work and has been the main point of contact for the developer partnership in dialogue with the Council.

The outcome of this collaborative venture is the removal of planning risk through partnership working with the Council's planners prior to green belt planning application. The outcome for the Council has been the clearance of obstacles for the CGA determination through City Plan 2.
